It's because YouTube expects a video file.
An Mp4 has basically three streams, video, audio and optionally subtitles.
Normally, you would export the audio as wav from Audacity and combine
it with the video (could be a single image) through another program or
online service.
I normally use ffmpeg in command line mode but there are other
possibilities available.

Hi all, this is michael and I'm sending this email just want to ask y'all a
question
starting in July, I'm going to distribute my podcast on Youtube. I used
Audacity and recorded the podcast and I tried to upload it on Youtube but
it won't allow me to upload. I did a search on Google and unorder to upload
a file to Youtube, I need to save it as MP4 Format. I now have a question.
Do any of you know if Audacity have an add on that allow a user to
export their file as MP4 Format?
Thank you and I'm looking forward to hearing from you on this regard.
Best regards
