You mean the one that comes with NVDA?
Not much actually, it removes the ampersand from button and menu
labels which is nowadays obsolete.

This file was obtained from the movie vault, and I also found that
audiovault, a similar website carried the same audio file.

Outch! That is nasty. Fixing it is beyond my expertise and tools. It is
the sort of noise that is outside the realm of click filters and the like.
I had a quick fiddle with the graphic equaliser and, as I expected, that
did
nothing useful. If the sound could be isolated, noise reduction may help.
Others may have ideas.
