Absolutely. To get to a specific point, left square bracket ([) is your
friend. When not playing, press left bracket. You will be presented with a
dialog showing the current position. The format is hours, minutes, seconds and
milliseconds although that can vary depending on your setting. To adjust the
setting, press the application key while in the dialog and arrow through
options. Let's take your case as an example and let's assume you are at the
beginning of the track. The dialog will read something like 00 for hours, 00
for minutes, 00 for seconds and (on my machine) 000 for milliseconds. Pressing
Home will put you at the first zero, which is tens of hours. The next zero to
the right is single hours. It is the same pattern for minutes and seconds.
You can either arrow up and down to adjust each value or simply key in the
values. In your case you would write:
003420
Press Enter when done.
The right bracket is similar, but sets the end point of a selection.

I have a file that is over an hour long. I need to go to 34 minits and
20 seckonds to edit something in there.
Is there a way that I can get to it quickly without scroling?
