Yes Andrew, that is how it works.
In the first attempt, you've zipped all the available undo history too.
That can be a huge amount.

If done correctly, when unzipped the project should be ready to open in
Audacity.
Now to my discovery. Having worked on a project, I saved it and then zipped
it. I was rather surprised by the huge size, but accepted that this is how
the world works.
When listening to the file again, I was not happy and made some adjustments.
This time I saved the project and closed Audacity. When zipping the
updated project, with Audacity closed, the file was about half the size. I
have since done a test to confirm the result.
It therefore seems that Audacity cleans up after itself when closing. The
point of this ramble is that it is most useful to close Audacity before
compressing a project.
