Is the microphone built into the computer? If so, the problem may be that
the filter on the sound card is off that eliminates noise picked up by the
microphone. Perhaps sound forge has such a filter in the program and it
may be on. I don't know what you know about finding things in sound card
settings. For now, I'll tell you to look in the recording settings for
your sound card. Open properties and move to advanced in the properties
dialog.
Tab through the items and see if there is a check box for enabling signal
processing or some similar wording.
Check the check box and then find and activate all ok buttons as you back
out of the two or three layers of dialogs.

The setting may cause other changes you don't like. In the case of my
sound card, having it on makes what I record with the built in microphone
sound a little artificial because it changes the attack and decay of
words. That's to eliminate unwanted background noise. Speech sounds a
little artificially filtered for that reason. And if you are too far
away, parts of words are often clipped off because they fall below the
sound threshold allowed to be recorded. the best solution would be to use
an external microphone.
