Hi Grant,
welcome to the list. When Audacity is first opened, pressing the arrow keys
or tab won't have any effect. However, you should be able to move to the
menu bar by pressing the Alt key.
Andrew Downie, who's on this list has produced a number of short audio
tutorials which are available on this page of OneDrive:
