Yes, it runs actually only if Audacity's language is set to English
(System and NVDA language shouldn't have an influence on this).
The problem is that Audacity doesn't expose its used language.
This would be important because some elements can only be defined by
their name--the role is often a panel.
I'm arguing with the developers to e.g. set the accessible role to the
appropriate value (e.g. "Toolbar") but no luck so far.
To clarify, there are two possibilities:
1. Toolbar in the name or not present: Audacity does the translation
2. toolbar defined as role or control type: NVDA does the translation
They hesitate because the navigation could break. That's unlikely IMHO
since it would just correct the role in the IAccessible method.
Anyway, this is perhaps a bit too much background for you.
There are hacks around this issue but I don't like a solution that
only supports those languages that I target.
If I were you, I would wait for Audacity version 2.3.0 and the updated
addOn or change to English for the moment.
