Hi Robbie, 

Unfortunately the way the pairs of commands have been written for
Tracks > Align Tracks and Tracks > Align and Move Cursor, I don't 
currently think it is possible to add a binding to the XML file for these. 
If I find out any more I'll let you know.   

Assuming you are on Windows the way to do it would be by listening
to the access keys that the screen reader gives for the route to the 
command, then use those as the shortcut. 

For example, for Tracks > Align Tracks > Align with Cursor, hold 
ALT, press T, release ALT, then A, C.
