[astcq-discuss] Website & list changes

I've made a few changes to the website. The testing for the new site can be
found at http://www.userdox.com/astcq/testing/. Please take the time to
have a look and provide some feedback.
- The site is fairly easy to change, as it uses CSS for everything, and is
controlled via a template.
- The minutes have not yet been linked. I'll be converting them to text
files before listing them in future.
I have made some minor changes to the welcome, good-bye, and footer messages
of the discussion list.
