Thanks Geoff.

I'm a bit of a personal fan of Author-IT as well, however it doesn't
quite suit our needs either for developing docs or for this particular
need.

The main advantage in Republico is that the other people in the
organisation only need Word skills and don't need to learn a new
application.

I don't really know the features of Republico, but have a look at
AuthorIT.  It 
may have too many features for what you want, but it certainly is
versatile.  
Especially when you need to *construct* documents.
