[artworks] o to load a PNG

Would any user besides me like Artworks to be able to load a PNG file
as easily as it loads a JPG? (And as easily as it saves a PNG.)
Easi-Techwriter loads PNGs. So do !Paint and !Draw since 4.39. Seems
unlike Artworks not to be far in the forefront.
