Won't happen. I opened my ISP in '93 as a small operator. Watched and fought
to
keep spam, junk traffic, etc. out. Every technical solution, every social
solution,
failed.
I don't see a solution working today. Especially since what I might consider
spam
is likely to not match yours. Unless you wish to partition the internet into
gated
communities such as China has attempted to do, you're tilting at windmills.
