Much more likely to be reverse-engineering NK rocketry. That's definitely legal and probably fairly safe. :-)

George and I both consult for various nonproliferation and arms-control groups that need to keep track of North Korean capabilities in this area. Yesterday, Pyongyang issued a press release describing (and showing) a large solid motor test, almost certainly an aluminized propellant of some sort and HTPB is the way to bet. They have been known to photoshop that sort of thing to exaggerate their capabilities, but these pictures are detailed and seem legit. Still, we want to compare with the most detailed pictures and videos we can find of comparable Western tests to see if they are trying to hide something.

Anything much beyond that is probably off-topic for arocket. There will probably be blog posts at Arms Control Wonk <http://www.armscontrolwonk.com> and 38 North <http://38north.org> in the next day or two, and more formal publications later, for anyone interested.
