This is true, although the high expansion to vacuum does assist significantly 
to allowing that to happen.

Yes, but in contrast with the mentioned engine with very long nozzle, the 
steam
in CECE exhaust was not condensed "thermodynamically" due to expansion in
the super-high-area-ratio nozzle, but just cooled by the cold nozzle walls.
