About the only materials that really, truly cannot burn (in air) are
things that are already fully oxidized -- the highest-valence oxides and
nitrides. Unfortunately, they generally aren't good structural materials,
as witness the fragility of the shuttle tiles.
Like glass or quartzglass siliconoxide which was (or is) used next to
ablative layers inside ICBM noses.
