The following may work:
Make a bushing with a threaded hole, such that the "inner peak" of
the threads would interfere with the shaft, then ream out to a slight
clearance on the shaft (or tap an undersized thread in a clearance hole) -
the idea would be to have a "flat-topped" internal thread that would act
as a labyrinth seal around a smooth shaft.
