That is a very good idea, and not your first.
I’m thinking I can’t just use a balloon because it will bulge into the
chipped area but that I might be able to use a balloon to hold in place an
internal “belly band” against which the patch can cure.

use I’ll just buy a little at this end.
I’m inclined to patch paper phenolic with paper phenolic if practical;
the alternative appears to be EPDM, to me.
One further question: this chip is about 4.5 feet (say about 1.4
meters) down an 8.5” diameter tube: my arm can reach a maximum of about
three+ feet / one meter, fully stretched so I am going to have to work
out a remote placement procedure for this. Any suggestions?
