Concur. It pretty much has to be someone local to the experimenter who knows
him well and shares his interest in rocketry. In which case, the experimenter
probably wouldn't be working alone and probably wouldn't have a serious injury
accident.

That's not the easiest thing to do in the case of someone working on
his own; the deceased's relatives are likely to be angry at rocketry
in general. "I'm from the NTSB and we'd like to investigate" works;
"I'm from Arocket" not so much.
