It's the upper explosive limit of 74% hydrogen by volume which matters - so
up to 26% air is, theoretically, safe...
Keep in mind that UEL/LEL are canonically listed at an assumed 1 atmosphere.
That doesn’t necessarily mean things can’t burn or detonate in similar
fractions at higher pressures. You’ll need to check conditions along a flight
and ground test evolving pressure and constituents conditions range.
