Small percentages add up when all they have to do is coat something with a
molecule-thick layer. Having a cat be work for a few seconds with bad
peroxide is easy, having it work a few minutes is less so.

Platinum is reportedly quite prone to catalyst poisoning, so your
peroxide has to be very clean. But I haven't gone looking for details.
