Beware of assuming that there was a carefully-considered rational reason.
That's *not* a well-run or even well-organized country. Especially if
giving an authoritative answer required getting approval from multiple
offices or sorting out awkward problems of who had jurisdiction, it's easy
to imagine people thinking "this will be a lot of work and we're busy and
it doesn't seem urgent -- it can wait".
And it's probably time to take this off Arocket.
