No: RISC OS 5 removed this option (wisely, IMHO). Delete /always/ deletes
right (in icons and OS applications); Backspace deletes left.

However, this doesn't affect third-party applications -- which are expected
to detect the OS and behave accordingly...

Incuding Ovation Pro, CashBook, Zap and StrongED (the latter two via their
keymaps)...

For things that don't, my PCKeys 2 module (*not* PCKeys 1, which is
something totally different) will allow the Delete, End and Home keys to be
re-mapped on an application-by-application basis. The recommendation is
that you use an app's built-in option if at all possible, and fall back to
PCKeys if there isn't one.

although looking at the recent changelog, I'd probably be inclined to run
the test build from http://www.stevefryatt.org.uk/software/test/ on an
ARMiniX. Note that the licenses differ significantly between stable and test
versions!
