That one is, yes - it's been superceded - http://www.blackfiveservices.co.uk/ImgTarget-012_Bin.zip
The new version has been tweaked to track the changes in tiffgamut's syntax for Argyll 1.0.0 onwards. 

If you desperately need the older, V0.7b8-compatible version let me know.
I will at some point create a proper page to go along with this program - promise ;)
