Yup - here you go - a Win32 binary:

Use the Launch.bat file to run it.
Please note, at this point I haven't gone to the trouble of packaging up
a complete GTK+ installation - instead it's set up to make use of the
one that comes with the Win32 version of GIMP - so you'll need that too.
Get it here, if you don't already have it:
http://gimp-win.sourceforge.net/stable.html
Note that the first thing you will have to do when running the program
is enter the Preferences dialog and on the paths tab locate Argyll's
tiffgamut and icclink utilities.
