I might not have time to craft a suitable response on the mailinglist,
but the important thing is to be able to associate incoming
frames/messages with the MAC address of the neighbor sending the
frame/message. Frame is layer-2, message is layer-4.
Putting an identifier at layer-4 means that layer-3 multicast
transmission would have to transmit different layer-4 payload depending
on the outgoing interface, which to my knowledge has never been done and
would be an extraordinary layer violation.
