If this is true, You may need to reinstall.
I have no Issue with the Windows Updates,
So it may be something else in your system.
You should remove If your trying for a clean install.
re install may fix it, But be sure you have the latest version and updates in
the DS & OS before you do as this may be the issue also.
And I don't have updates turned off.
