This is what happens when lazy network admins rule the roost. Unfortunately,
rather than delving into the root of the cause, they just choose to exclude a
whole block of addresses hurting innocent folks along the way.
Of course, on the other side of things, if your ISP ignored pleas to shut down
spammers, then thats another story, but by and large, it's the former rather
than the latter.
