Yes you have write access. However, as your time is limited, you can of
course send me your diff file against the official 2.18 sources. I will
then try to patch everything in cleanly and also give you some feedback
if e.g. YAM can be compiled with it :)

Thanks again for your work. binutils 2.18 is really utterly required and
if it works as expected it shouldn't be too complicated to also get a
new GCC version out with it as well.
