Sounds like they expect you to have a license to visit a public venue.
Perhaps you should sue for there negligence in providing such a process to
obtain said license. And follow with kidnapping. False arrest and all the
others if they can not provide proof positive that you where required to have
such a licence and then demand they provide you with proof they poccess a
license or a privledge to do the same.

Greetings City Council,
Please find enclosed evidence of the continuation Crimes and me being Framed by
the OCPD, the OCEAN CITY MUNICIPAL COURT, St. Peter's United Methodist Church
in Ocean City, of which i am a member for 22 years to this day....., and now
the County of Cape May via the Superior Court.
Notice please that there is no signature of any judge, magistrate, court
administrator regarding a FINDING OF PROBABLE CAUSE on any of the Trespassing
Complaints enclosed.
(CHIEF PRETTYMAN by extension) and Lt. Mazzuca, Sgt. Dan Lancaster, and E.H.
the supposed victim here has acted in Conspiracy to FABRICATE A CRIME against
me.. (Naturally, this is my considered opinion.)
prior to being inducted and processed by the County Jail, i advised the intake
officers on Sunday afternoon to send me back in the Cruiser to Ocean City to
avoid liability. My direction was ignored, and i hope the video doesn't get
lost....
Any Claim i make officially could well hold up in a federal court of Competent
Jurisdiction unless some unauthorized court gets to me in the meantime.
As Council may be aware, since the Superior Court judge Joseph Levin and Chief
Asst Prosecutor Dara Paley issued an Order (attached) that is preventing me
from "Worshipping Almighty God in a manner agreeable to the dictates of my own
conscience" by banning me from the public worship on Sunday Mornings
overlooking God's ocean on the Boardwalk, i am notifying the Public of the
crimes committed against me by walking around the public square at Ninth St.
and Bay Avenue on Sundays in my clothing of choice, the Striped Prisoner
Uniform, and thus advising the universal church that full and free exercise of
one's religion is not an option here.
As a side note, i reported Indictable certain Crimes of Official Misconduct and
Perjury of Oath to Joseph Levin during the release hearing, after which i
refused to leave jail and was booted out of jail by the judge. Ask Officers
Sharp and Hoover.....

Under State Law, it is my understanding that Dara Paley has no subscribed oath
to the Constitution of the State of New jersey, nor a subscribed oath as a
member of the New Jersey BAR under the Supreme Court of New Jersey as an
officer of the court as an attorney at law. (Proof is available that once i
dig it out i will forward.)
Under State Law, it is my understanding Joseph Levin has no subscribed oath as
a member of the New Jersey BAR under the Supreme Court of New Jersey as an
officer of the court as an attorney at law.
If the City would just allow the Private Matter to be resolved under the
worldwide By-laws of the United Methodist Church, the torts would stop
increasing.
There is a limit to the total property value of the three municipalities that
acted against me, and the City of Ocean City just keeps adding to the totals.
i plan to file a Notice of Claim against the County and by extension State now
because of Cape May Jail actions that deprived me of the inestimable privilege
constituional officers are sworn to support.
