17 and 18 actually go together but it is stating that Congress gets to make
rules for the United States. 17 makes it clear what the jurisdictional
boundaries are of the United States government. So the only rules Congress can
make is for United States land they purchased. Otherwise they have no
authority. When that land becomes a state, United States loses congressional
authority over it.
This phrase is enumerated and defines jurisdictional boundaries for all enities
in America.
