Can someone explain or reexplain where the authority for the sufficiency of 2 
cent postage comes from?

Update

  
 
Posted a letter with 2 cents to a local man in same ZONE  from local Postoffice 
drop box flap inside Post office building.

  
 
The letter was delivered perfectly, and  without a stamp cancellation.

  
 
I think possibly because the local to local need for private communication
