NTL provides two voicemail services, both accessible by dialing 1571.

One service is free and behaves rather like the BT 1571 service.  You can
replay, save, or delete messages.  The outgoing message is a standard NTL
recorded one and cannot be changed.

The other service costs £1.50 a month, I think.  This allows youto record
your own outgoing message, set up a Personal Identification Number, and
change the default name of your mailbox, which is your phone number.  It
is, apparently, also possible to listen to your incoming messages from
another phone, though I was never able to make this feature work!

With both services, the caller is switched to the voicemail if the phone is
engaged which cannot happen with an answering machine.

If there are unopened messages in the mailbox, the dialing tone sounds
intermittently.

NTL only gives you five rings in which to answer the phone before the call
is transferred to voicemail.  Also, you cannot hear the incoming message as
it is being spoken, of course.
