Billie, I'm up for trying to describe PayPal, but I'm sure I'll fall short 
somewhere along the line.

You start by going to:

www.paypal.co.uk

The first link on the above page is 'sign up'  Enter on that page and you are 
taken via a secure server to a page which explains the options.

There are three sorts of account.  Personal, premier, and business.  The first 
two are likely what you are after.  The first allows transfers to and from 
other peoples PayPal accounts via your bank account, the second allows 
registering of credit cards as well to fund payment transfers.

The next step is to select the country you live in.  On the UK site UK is 
already selected.

You then must click on the continue button.

Here you are presented with a form for all of your details.  It is accessible 
and screen readers shouldn't have a problem here.

I'd only point out here that amongst other obvious information, you must enter 
an active email address for PayPal to communicate with you.  The password is 
case sensative, and should be as many characters long as you can get yourmemory 
around.

Its hard just now for me to go further than this because I'd have to enter more 
details and I'd doubtless run into trouble.  The last step entails varifying 
your details by phone.  Mobile numbers are not acceptable for this.  You are 
phoned and have to enter a number displayed to you on-screen via the phone 
keypad to complete varification.  I am not sure now whether you have to do this 
with the basic bank account option, but this could clearly prove prob,ematic.  
I am sure others here will help, particularly those who are total who have gone 
through it.  Very likely you will end up getting detailed help off-list.

I am sorry this is somewhat incomplete but I do hope you get the help you are 
after.  I'd say you have to be pretty good with your screen reader to do it, 
but I know plenty have, so obviously its doable.
