Could it be that GDBA is finding it difficult to find the right dog

It seems that GDBA can't win, on teh one hand if they simply give out
just any dog, there are complaints ABUT WRONG MATCHING.
iF THEY TRY TO GET THE RIGHT DOG FIRST TIME ROND, THEN THERE ARE ALSO
COMPLAINTS ABOUT LONG WAITING.
bY THE WAY, GUIDE DOG OWNERS DO NOT HAVE TO PAY THE HOTEL CHARGES WHILE
THEY'RE TRAINING WITH THEIR DOGS.
