Hi, I just tried this with IE9 and using Gmail with the basic view I can see a list of suggestions dropping down when I type into the To field of a new mail message. There is a setting within IE for auto-completion, but I also think this feature may be provided by Gmail as part of its interface. I cannot get the list to read with my screen reader but it is there when I check visually.
