Chris,

You're missing the whole point, noone has infered that it is a legal solution that is needed, it is a social consciounce exercise, but unless those that are excluded unite and are not willing to compromise on full inclusion we'll continue to be excluded from social activities that in turn may shape societal change.

Well if we had our own ways then this would be possible, but
unfortunately due to the visual nature of this world it's near to
impossible to maybe enforce a law stating that no one, including
organizations, are allowed to use visual verification, or they could be
fined. Realistically it just wouldn't work. Hope that helps.
