Hi Saqib,
on the following web page, there are some guides to both windows 8 and 8.1 and
they follow the headings windows 8 and windows 8.1 on this page:

users, but most of the material is also applicable to users of nvda and
window-eyes.
In the guide to the start screen, in the additional tasks section, creating
shortcuts on the desktop is covered.
