I had the same problem as you. If you don't mind the American accent, you can
download one of the American English voices from the humanware website They
don’t have this annoying limitation.
I found it made a huge difference.

Hi
I heard that the EU some while ago restricted the volume on devices such as MP3
players to try and preserve the hearing of people who had the m too loud. I
also heard that people like me who had very reduced hearing anyway had a way of
over coming this to obtain the full volume of the product.
I have a second gen VRS that I have only used for about 10 minutes because I
find the volume too low for me. Does anyone know how I can bypass the control
on volume and turn it up so I can use it, please.
