I am delighted with this discovery
 Would say that shift and right arrow moves a minute at a time as I had to 
repeat it 30 times to get to 30 minutes of an hour long play but I was 
delighted to be able to do this as it only took about half a minute to get to 
my place. Great for when I fall asleep and miss so much.

I didn't know this, so thanks.  However, although control and arrow key
works fine for me, the shift control and arrow key does nothing.

You can move through the play with the following keystrokes in VLC

left ctrl plus left and right cursors for large movements Left shift plus
left and right cursors to make smaller movements.
