Basically yes. The transfer speed is achieved by the quality fo the cable.
So while 2.0 cables work on 3.0 devices, you won't get the maximum speed.

I had a usb 3.0 unit added to my desk top which I use for my external hard
drive and a 3.0 hub. I was reading an article earlier today which stated usb
3.0 cables are not the same as usb 2.0 cables. Does this mean if I use the
wrong cable I will not get the full advantage of the speed 3.0 gives me?
