Does this mean that the SP2 cannot be installed using screen readers because
the screen reader will not work all the way through the installation but, once
the SP2 is installed, using narrator or sighted assistance, the screen reader
will work as normal?

WARNING: DON'T INSTALL Windows XP Service Pack 2
just yet. YOU HAVE BEEN WARNED!
"Your screen reader software may not function if
you install Windows XP Service Pack 2 by using
  OOBE"

I had hoped to get official guidance from screen
reader developers about the following Microsoft
Knowledge Base Article 873153 before posting this.
(Copied in full below my signature) However
  events have overtaken me.

May I strongly suggest that you DO NOT install the
XP Service pack until you have received formal
  advice from your screen reader
  manufacturer/developer/dealer.

(My thanks to Dave Gunn for drawing this to our
  attention yesterday)

Your screen reader software may not function if
you install Windows XP Service Pack 2 by using
  OOBE
  Applies To
  SYMPTOMS
If you install Microsoft Windows XP Service Pack 2
(SP2) by using Out of Box Experience (OOBE), your
screen reader software may not function.
  CAUSE
This problem occurs because OOBE does not let you
start other software until you have completed the
OOBE Setup program. Screen readers that run as a
service may function. However, the following
screen readers will not function until you have
  completed the OOBE Setup program:
Screen readers that start when Windows XP starts
Screen readers that start when you use a keyboard
  shortcut
  WORKAROUND
To work around this problem, use the Windows XP
Narrator program. To use Narrator, you must open
Utility Manager. To open Utility Manager, follow
  these steps.

Note Narrator is not available in all languages.
Only the English version of Windows XP supports
  Narrator.
To open Utility Manager, press the Windows logo
  key+U.

After a brief delay, Narrator starts.
  Click OK.
  Minimize the Narrator dialog box.
Click OK to close Utility Manager.
  STATUS
This problem occurs because the OOBE Setup program
  has a design limitation.
