All you need do is go to the podcast that is skipped and press the spacebar on it. Its status should change from "Skipped" to "To Download".

I think that all you need to do is go to the view menu an select download view. Press tab until you are in the list view and navigate until you have highlighted the skipped episode. Then press alt t to go the tools menu and choose check selected. I have not got any skipped episodes to test this out but have you tried this?
