Marie,
On my Vista laptop Windows key + U opens the dialogue as in XP but the Default 
is on 
"Sleep".  I have to cursor down once to Shut Down before pressing Enter. But 
Vista is so 
configurable that even this may not necessarily be the same on all Vista 
systems.
