He probably downloads the admin distros and rolls them out himself to the machines on the network.

That's an interesting one.  So if he doesn't allow any .exe to download, he
doesn't allow Windows Update to run for example?  That could leave him
equally vulnerable.

My son runs his own internet cafe but he won't allow the use of this screen
reader as it downloads an .exe file onto the computer.

I doubt any internet cafe owner will take the risk as it could open their
entire computer network to a virus attack.
