By comparison subtitling for deaf and hard of hearing is far higher than that figure for AD on TV and "appears" more integrated in the general level of service and I think has been for a long while. I believe the prevailing opinion surround provision for AD for visually impaired is that the cost of AD is shunted towards the program makers who have to find it out of their budget if at all.
