Have you contacted Orange about this? There's a number you can dial from a 
landline, which I forget off-hand, but it can easily be looked up online. It 
might cost, but it would hopefully lead to a definite solution to your problem.

Incidentally, not wanting to sound patronizing, but are you sure the card is 
inserted properly? Just a thought *Smile*.

  I have a working Nokia n82 on the Orange network. I have tried 2 new Orange 
PAYG SIM cards. Each time I turn the phone on I get the following message
  "SIM card registration failed."
