Then clearly your File Association are messed up somewhere.

Save the file to your hard drive where you know where to
find it.  Go to My Computer, locate the file, and right
click on it.  Select "Open With", and a list of programs
should come up, one being "Internet Explorer".  Click on
that.

Once that's done, we'll work out your file associations so
that .html files will use Explorer.
