As far as i understand it the BBC, and the licensing authorities make the assumption that , where one owns a computer which is connected to the internet( same with mobile phones) a TV license is required on the basis that the device is capable of receiving BBC broadcast media( including the picture element), however if you are using a device that does not have a visual display as part of its apparatus , and therefore is only capable or outputting the audio element. you should in that case be exempt. yes i know that is a bit long winded and complicated but it boils down to the BBC making the (wrongful in my view) assumption that every UK household has a TV receiving device.
