I would disagree with this, as there are people who will just leave negative 
or
neutral feedback for the tiniest of reasons, or sometimes for no reason at 
all, just because they feel like it.
it does depend rather on what you are intending to buy however. if you are 
going to be buying easy to find items, then you can pick and choose who you 
buy them from, but if you are looking for very hard to find items, then the 
choice of who has them available may be very limited.

when i started using ebay a friend of mine told me to check for negative or
neutral feedback, even if the feedback score is good, if there's negative or
neutral feedback he suggests you avoid buying from them.

i only buy from ebay shops and usually only costume jewellery etc as i'm
addicted to the fake pandora beads and italian charms but can still spend a
fair ammount in one transaction,

i'm not actually sure how you'd claim your money back but i'm sure there'll
be something about it on ebay's site, that's who i've been talking about btw
