In that case, correct me if I'm wrong please, but wouldn’t jaws convenient
OCR reader might help, or something like kerzweil 1000 which could try to
make a tiff of the scanned pdf, then recognise that.-----Original

Have you tried Adobe's own internal reader.

Of all places, it's in the View Menu at the bottom and is called "Read Out
Loud".

If that fails, then it is almost 100 certain that the file you are trying to
read is a scanned file and so basically just an image of text.
